A year ago, on that infamous 4th day of June in Beijing, China released its own (and first) position on Global Warming. In a 64-page report, China outlined a plan that promises to increase energy efficiency but refused any mandatory cap on greenhouse gases emissions by arguing that it is a developing country and needs to balance sustainability (of the environment) with development (its economic growth).
On the other side of the planet, President Bush said that he and his administration would strive to cut carbon emissions but, like China, opposed a mandatory cap. Although China is projected to become the largest greenhouse gas emitting country by 2010, China will only take small steps toward protecting the environment until America takes a bigger stance--reducing carbon dioxide emissions with a cap.
