This is funny.
A revered photojournalism award was given out to Yangzhou Evening News (YEN) at the 17th Annual Chinese Journalism Awards. The award cited the main page of YEN on the October 16, 2006 issue, which was a colorful page depicting the cultural heritage of Yangzhou, in celebration of its entry into the United Nations Habitat Scroll of Honor. The main page, as it turned out, was a fake.
The main page, for some reason or another, was also cited for and won an award as the Best News of Jiangsu Province. Here is a copy of that main page, as cited by the awards:

It couldn't have been more strikingly different. Really does reveal the amount of red tape over journalism in China and the motivation to cheat the system. How hard could it have been to go out, photograph some nice pictures and run a real story?
