
Since the launch, there have been approximately more than 2000 foreigners who have applied for the certificates nationwide. However, only a third of them were permitted, according to the China Daily.
Lately, the Administration of Immigration and Emigration in Shanghai Public Security Bureau has issued 224 permanent residency permits for foreigners. Comparing Shanghai’s population (approximately 20 million), this number is quite small.

Well if China is worried about overpopulation, i think there a little too late.
